Who is Waly?
Ibn Hajar Al-`Asqalani defines the ally as “the one knowledgeable about Allah Almighty, dedicated to His obedience, and sincerely worships Him "SWT".
He explains the difference between giving reward for the obligatory acts of worship and the supererogatory ones as follows: we can deduce from the Qudsi Hadith that performing the obligatory acts of worship is most beloved to Allah.
At-Tufi stated: commanding to perform the obligations is decisive, namely not applying the command results in punishment, unlike to the supererogatory in both (command& punishment), though it resembles the obligations in gaining reward, thus obligations are more profitable, therefore they are dearer and closer to Allah. Also, obligations are like the root, while the supererogatory are like the branch.
Observing the obligations as described reveals observing the command, and revering and exalting the command through meeting it, and also reflects the grandeur of the divinity and the subservience of the slavery, therefore seeking Allah’s pleasure through that is the dearest deed to Allah. The one observing the obligations may does it by way of fear of punishment, but the one observing the supererogatory is only by way of preferring service, so Allah rewards him by love which is the ultimate goal for the one seeking Allah’s pleasure through the supererogatory worship[1].
Thereupon, if the Muslim wants to approach nearer to Allah in Ramadan, then observing the obligations should be the first to start with, which is a natural thing during all the year. However, in Ramadan, the Muslim should perfect the obligations, and do more supererogatory acts of worship.
Also, the Prophet advises us concerning the reward of seeking closer to Allah Almighty, Abu-Hurairah related that the Prophet said: (Allah Almighty says: I am at the expectation of My Servant to Me, and I am with him if he praised Me. If he praised Me in privacy, I would praise him in privacy. If he praised Me in a group, I would praise him in a group better than his. If he approached Me in a distance of span of the hand, I would approach him in a distance of an arm. If he approached Me in a distance of an arm, I would approach him in a distance of span of the outstretched arm. If he approached Me walking, I would approach him trotting[2].[3])

[2]- This signifies that Allah approaches His Servant by His Mercy, guidance and support. The more the Servant seeks Allah’s pleasure, the more Allah grants him His mercy and guidance. The core is that Allah repays double His Servant who seeks His pleasure. For more, see An-Nawawi in “Al-Minhaj” 3/17
